All systems are set for the 2019 Census exercise in Samburu West that takes place from 24th August to 1st September.

Yesterday, together with Hon. Maison Leshoomo, Hon. Lekumontare Lentoijoni, Administration, professionals and MCAs, we met the County Committee overseeing the Census for an update on the preparations. We also joined the Content, ICT Supervisors and Enumerators for Samburu West Constituency at the close of their training.

We were taken through the questions and the key concerns were addressed. For instance, one doesn’t have to travel to the home county to be counted. Instead, they will indicate their home county, the occupation and when they went to the county they now reside in. On age, Hon Naisula Lesuuda thanked the Census committee for coming up with strategies to help identify when one was born using events specifically for those who don’t recall their dates of birth. We also discussed the cultural issues that might be a hindrance and how to approach them.

The Census takes place from 6pm to 6am on Saturday 24th August and again from 6pm to 6am on Sunday, 25th of August. Entertainment premises such as bars will, therefore, be closed from 5pm to 6am on each of those days.

Samburu West marked the National Youth Week themed ‘Transforming education through talent development’ in style with over 800 themed children sponsored by Compassion International from across the county and various churches. Children are the future and we must invest in them.

We also marked the day by planting 200 trees. It is of utmost importance that we preserve our Mother Nature by increasing forest cover and reducing the stress on the environment as a result of deforestation.

Samburu West youths had a chance to showcase their talents and I believe there will be more opportunities like these. Thank you Kubamba Crew, Safaricom and BLAZE for mentoring our children and also for offering to record with a young upcoming gospel artist. Indeed, talent can pay.

We met a lady abled differently who does school sweaters and we were so impressed that her disability is not inability. She requested for a container to do her business in and together with all the guests present we raised 340,000 for her to start up.

Finally, through NGCDF we are training and issuing BodaBoda Licences to 200 youths who are unable to pay. I also issued Ksh 200,000 to the ongoing Consolata Cup. We are committed to doing more in the next financial years.

The Proposal to pay interns and jobless youth was introduced by the Member of Parliament (MP) for Saboti and the MP for Kimilili Didmus Barasa few months after Samburu West MP Naisula Lesuuda drafted a bill seeking to have interns paid.

The Bill was submitted to Parliament on Tuesday. It is the brainchild of Samburu West MP Naisula Lesuuda who said it reflects Article 55 of the constitution. Article 55 stipulates that the State shall take measures including affirmative action, programmes that will ensure that the youth have access to inter-alia relevant education, training and employment.

Interns to attached to any company in Kenya will soon be eligible to a monthly allowance of 25,000 shillings if amendments proposed on the Employment Act and Social assistance Act are approved by Parliament.
Every unemployed youth in Kenya will be entitled to a monthly hardship allowance of 3,000 shillings if the amendment proposal goes through.

Hon Lesuuda argued that the bill was for the purpose of protecting interns against exploitation most of them faced from employers who used them without any pay.
The unemployed youths will be entitled to 12, 000 shillings from the Government, to cushion them from the harsh economic times, after every four months according to the proposed amendment.
The proposal further seeks to amend section 22 of the Principal Act to make provision for the Cabinet Secretary to gazette a hardship allowance
“The unemployed people in Kenya are not provided with unemployment allowance or any social assistance as it is the case in some countries. A big number of unemployed youth are unable to sustain living in urban areas where opportunities are found,” said Hon. Amisi.

The most recent UNDP report shows that the number of unemployed youth stands at a worrying 2.6 million despite being qualified.

Hon. Barasa, on the other hand, is seeking to amend the Employment Act no.1 of 2017 to enable the provision of the absorption of diploma and graduate interns by public and private sector employees with a standard pay of 25, 000 shillings every month.
“The Bill seeks to provide a minimum wage payable to interns. It also seeks to make provision for a requirement for all employees to file annual internship returns with the director of employment,” the proposed amendment reads.
The Bill further states that an employer who employs more than fifty employees shall offer an internship to degree and diploma holders with five percent of the total workforce.

The debate on whether or not to pay interns has been floated with the divided opinion being witnessed, what remains, however, is the reality of the harsh economic that makes survival impossible for the youth as basic needs cannot be overlooked.

The 20th of July 2019 was a critical milestone for Team Lesuuda as they launched the Samburu West Health Insurance Baseline Survey Report and enrolled 600 most vulnerable households to NHIF under the Universal Health Care (UHC) program. It took so many months planning and to see it coming to fruition filled hearts with joy and pride.

Speaking at the event, Hon Lesuuda who had pioneered the project from the start said it is a great initiative for Samburu County but a number of things must be done for it to achieve full potential. First, the county must scale to the 5000 vulnerable households identified during the survey. Secondly, all health facilities must be NHIF accredited so that the cards can help the beneficiaries. Finally, the county must improve services in the health centres so that the remittances from NHIF doesn’t go to other counties because of too many referrals.

Equipping the Samburu County health department to improve the quality and access of health services delivered is key to achieving UHC. She also noted that it was crucial that the funds from NHIF remain in the health centres and not treasury so that we improve our health centres.

Health care burden is one of the things putting many families at the risk of poverty. This initiative offers financial protection for vulnerable households and empowers them to receive basic health services with dignity. I urged all my constituents to enrol in the program to reduce the rising cases of Harambees towards payment of hospital bills. For those who cannot be able to raise money to enrol, the MP’s office will assess and if justified, get them covered.

The MP thanked all the partners who worked to make the dream come true; AMREF – Afya Timiza, NHIF Kenya, World Vision, Child Fund and the Samburu County Health Department. She specially thanked AMREF through Afya Timiza who had committed to employ 36 nurses noting that such is the spirit needed to make UHC a success in Samburu County.

Hon. Lesuuda would like to extend thank gratitude to boniface Mwangi for the kind words of encouragement. The journey to peace and co-existence among different communities not only in Samburu county but other parts of the country was a long, painful and tedious one but the fruits are sweet.

On 21 July after attending Lolmisigiyoi church, Hon Lesuuda had a peace meeting in Ang’ata Lerai. She emphasized on the need for peace to achieve development. No life should be lost due to hatred or cultural practices. Hon Lesuuda is happy to have the honour to lead in a peaceful constituency.

Hon. Lesuuda teamed up with Area MCA Hon. Lesoipa, Hon. Roselyne and MCAs from Samburu East Hon. Leitore and Hon. Lentukunye to discuss the issue of people and livestock that have moved to Samburu West looking for pasture and water. The leaders discussed ways to prevent any potential conflict over grazing fields.

To deal with the many challenges She strongly believes in the education of both our girls and boys. Mentorship and being role models is critical in bringing up people who will continue to transform families, community, nation and the world.

Lmisigiyoi and Ang’ata Ronkai Community have something to smile about, thanks to the County Government of Samburu for the completion and operationalization of the two dispensaries in the areas in Samburu West. Naisula Lesuuda Peace Foundation donated furniture to be used at the facilities.

Hon. Lesuuda urged the community to take care of the facilities which have been handed over to them. She also requested the county government ensures that there will always be a medic to attend to the patients and medicine to always available on time. And also urged the hastening of upgrading Suguta Health facility to a Sub County Hospital.”I am glad one of the nurses I have supported during her education from my own pocket to complete her education”, she said.

Hon. Naisula Lesuuda is committed to ensuring the residents of Samburu West take care of the value system which we are doing through the ‘Boys to Great Men’ themed mentorship. By the end of the day, we completed the mentorship outreach of all the secondary schoolboys in the 5 wards in Samburu West (Maralal, Lodokejek, Poro, Loosuk and Suguta).

In almost all the schools in Samburu West, Hon. Lesuuda has managed to reach out to during the mentorship program “Mentoring Our Boys to Be Great Men”, there is a development project either completed, ongoing or in the pipeline. All these infrastructural developments are the building blocks of the community.

Through the mentorship program has now reached over 4500 students. Of course, the results may not be immediate but this will definitely have an impact in future. the program is an investment in our future and learning is a continuous process.

Speaking during the mentorship program Hon. Lesuuda thanked the professionals who joined and the guest speakers from far and wide for taking time to not only mentor the students but our teachers, parents and other community members.

Next year God willing, the mentorship program will be bigger and better targeting both boys and girls, with more mentors and partners that we have reached out to and already committed to participate.

The program started after fathers day on Friday 21 June this year appreciating fathers who were present and encouraged them to mentor our boys and be great role models in the community. Hon Lesuuda lauded the program as a success that not only benefitted the students but also left her more informed and rejuvenated to keep working towards bettering my community

Education is the biggest present we can give to our children as the people of Samburu west. Building education infrastructure and supporting the needy students is one of the efforts we should put to ensure our children get a quality education. Quality education is at the core of helping our children realise their potential as the future of Samburu West and Kenya at large.

Hon. Naisula Lesuuda has been working hard to delivery her promise to the people of Samburu West by developing schools infrastructure and offering bursaries to needy students. On Monday 8th July 2019 she presented the NG-CDF cheques at Maralal pastoral Center.

Hon. Lesuuda was satisfied with the vetting process was done in a fairly and transparent manner, to ensure the beneficiaries are students coming from needy families. A total of 7,311 applicants will benefit from bursary allotment and no student who applied for the bursary was left out.

All day schools were allocated a total amount of 5.57M, Boarding schools 10.52M, tertiary institutions 8.27M and 3.9M special bursary that was allocated to the very needy students. The total amount disbursed was Sh28.19M.

Hon. Lesuuda also reminded the residents of Samburu west that Mass Birth Certificate Registration is ongoing at the Maralal Registration of Persons Office. she urged all parents to facilitate their children to be registered in NEMIS.

She urged the National Government to reintroduce the policy where every financial year a certain number of schools receive funds specifically for science laboratories. This should also be in coordination with the County Education Boards especially when allocating education funds since they know better the priorities of the schools at the county level.

Hon Lesuuda reassured the residents of Samburu county that the rescue of Laikipia university Maralal campus is still and firmly on course and confirmed that money for infrastructure for the campus is now fully allocated and soon, a feasibility study will be undertaken.

Electricity is one of the most important resources in modern life and it is really hard to think of a world without it. Electricity powers hospitals, schools and other business operations. Electricity lights the streets at night ensuring peace is maintained as darkness is a recipe for criminal activities. 

Power outbreaks have been a rampant issue in recent years in Maralal Town. This has been a big challenge to the residents and businesses. 

This matter immediately caught the attention of Samburu West constituency legislator Hon Naisula Lesuuda when she was elected to the office in 2017. She committed to following up on the same and to her credit, On 27th May 2019, three KPLC teams under the Boresha Umeme program began the works to fix the perennial power blackouts in Suguta, Kisima and Maralal towns.

In line with her manifesto, Hon Naisula Lesuuda has reaffirmed her commitment to ensuring that the issue of power outbreak across Samburu West constituency will be a thing of the past.
